NORFOLK, Va. (July 11, 2019) -- U.S. Army Maj. Gen. Sean M. Jenkins accepted command of the Joint Enabling Capabilities Command (JECC) from Air Force Maj. Gen. Lenny J. Richoux July 11 during a ceremony at Vista Point on Naval Station Norfolk.


The JECC, a subordinate joint command of U.S. Transportation Command (USTRANSCOM), is the Department of Defense’s principal source of rapidly-deployable professionals that provides decisive joint communications, planning and public affairs support to the joint force that will meet the emerging requirements of the combatant commands and the joint task force-capable headquarters.


The JECC’s two subordinate joint elements, the Joint Planning Support Element and the Joint Communications Support Element, form the backbone of the command and provide tangible command and control capabilities to joint force commanders across the full spectrum of military operations.


As the new JECC Commander, Maj. Gen. Jenkins is responsible for the readiness, training and deployment of joint capabilities provided by the Joint Planning Support Element and Joint Communications Support Element. He assumes command of the JECC following an assignment as the Senior Defense Official at the U.S. Embassy Baghdad.


“I am truly honored to assume command of the JECC.  An incredible team of planners, communicators, and staff that maintain a high OPTEMPO and greatly benefit the Joint Force,” he said.  “I absolutely look forward to the future with continued positive impacts and growth of the organization.”


JECC is designed to fulfill joint task force commander requirements for a rapidly deployable, tailored team of experts in plans, operations, knowledge management, intelligence support, logistics, public affairs and communications.  


Richoux commanded the JECC since July 2017 and has overseen the deployment of more than 1,700 personnel in support of all the combatant and functional commands in 77 operational deployments.


He said the JECC has been an agile and adaptable enabler to all Combatant Commands that has filled the operational gaps between Combatant Commands and Operation Joint Task Force and Service-led operations.


“I am proud to have led this incredibly talented team of active, guard, reserve, civilian and contractor teammates,” Richoux said.  “Whether supporting operations against Russia, China, North Korea, Iran or violent extremism, we have delivered real options in support of U.S. National Security. It has been an honor to lead this joint team.”


Richoux’s next assignment will be director of Manpower and Personnel for the Joint Staff at the Pentagon.


Over the past 10 years, the JECC has supported nearly every single major military operation and exercise around the world. From humanitarian relief to major combat operations, the JECC’s joint operational planning, expeditionary communications, public affairs, knowledge management, and intelligence capabilities remain ready to rapidly deploy.


Jenkins is the seventh JECC Commander and the first Army officer to lead the command.
