Dilly awarded 2021 Presidential Rank Award

SCOTT AIR FORCE BASE, Ill. (Dec. 8, 2021) Terri Dilly, SES, chief financial officer and director, Program Analysis and Financial Management (TCJ8), U.S. Transportation Command (USTRANSCOM), was recently awarded a 2021 Presidential Rank Award in the Meritorious Executive category for the Department of Air Force.


The U.S. Office of Personnel Management released the 2021 Presidential Rank Award winners, chosen by President Biden, on Dec. 7.


“This award showcases Ms. Dilly’s talents as a visionary, results-oriented, leader with the capacity to drive and lead change,” said U.S. Navy Vice Adm. Dee Mewbourne, deputy commander, USTRANSCOM.  “It speaks volumes about her contributions to the Joint Deployment and Distribution Enterprise and recognizes how her leadership is instrumental in our ability to project and sustain the joint force globally.


As the Chief Financial Officer, Dilly is responsible for financial strategy, execution, and reporting of a budget that scales between $8-14 billion annually and funds global transportation operations that on any given day has 125,000 military and civilians conducting transportation activities with 30 ships underway, 1,500 trucks delivering cargo, 1,600 household good movements, 115 air refueling missions, and an aircraft taking off or landing every 3 minutes.  She is also the combatant command representative of the U.S. Air Force’s Financial Management Executive team responsible for development of a 12,800 military and civilian workforce. 


The Presidential Rank Awards resumed this year after having been canceled in 2020.
The Civil Service Reform Act of 1978 established the Presidential Rank Awards
Program to recognize a select group of career members of the SES for exceptional performance over an extended period of time. Later, the Rank Award statute was amended to extend eligibility to senior career employees with a sustained record of exceptional professional, technical, and/or scientific achievement recognized on a national or international level.


Dilly is honored by the recognition, but quickly directed attention to her team. “The entire J8 is responsible for this award, and I applaud them.” she said. “Every day they prove they are quiet professionals, making sure that financial management is a force enabler to meeting global mobility requirements.”
