SCOTT AIR FORCE BASE, Ill. — U.S. Transportation Command’s (USTRANSCOM) Defense Personal Property Management Office (DPMO) is rolling out several new features for customers who ship or store a privately owned vehicle (POV) as part of their government move. 


Beginning in October 2024, new features for POV customers include:
•    charging capabilities at all vehicle processing centers (VPC) for electric and hybrid vehicles
•    transportation and storage of recreational vehicles (based on service branch discretion)
•    use of vehicle registration documentation as a proof of ownership
•    electronic customer satisfaction surveys delivered via text and email after drop-off, pick-up, and claims services


These additions were included in the launch of the fifth iteration of the Global Privately Owned Vehicle Contract (GPC V) for the Defense Personal Property Program. GPC was designed to provide improved services to Defense Department and U.S. Coast Guard personnel and their families who are entitled to ship or store a POV at the government’s expense based on specific relocation situations, such as moving to or from an overseas location. The DPMO expects these new features to help improve the customer experience and modernize the program.


“As we’ve seen a rise in electric vehicles, it was important for us to ensure that all VPCs had the ability to charge batteries for our customers to prevent a situation where their vehicle would not start or make it to their destination,” said Jill Smith, POV branch chief. “We are also excited to start offering electronic customer satisfaction surveys as we do for our household goods program. This will allow us to capture feedback in real-time, more easily monitor performance, and react faster to situations that might need our attention.”


Contract background and details
USTRANSCOM awarded GPC V to International Auto Logistics, LLC (IAL) on Jan. 26, 2024. The $2.2 billion contract covers a three-year base period of performance from Oct. 1, 2024, to Sept. 30, 2027, with an option to extend the contract for an additional five years through Sept. 30, 2032. Under GPC V, IAL manages a network of service providers and 38 VPCs worldwide.


This is the third time IAL has been selected as the GPC prime contractor, previously managing GPC III (May 2014-September 2019) and GPC IV (October 2019-September 2024).


“GPC’s single move manager model means one company is charged with overseeing scheduling, operational guidelines, and management of a network of individual operators who provide services to our customers worldwide,” said Andy Dawson, DPMO director. “This model provided a higher level of efficiency, oversight and accountability than our previous POV program, and resulted in improved service and increased customer satisfaction. Because of GPC’s success, we adopted many of the same elements when shaping our new Global Household Goods Contract for moving household goods.”
