FORT EUSTIS, Va. (USTCNS) --- Delivering the power to the force anytime, anywhere is more than just a motto for the men and women of MTMC's Deployment Support Command - it's a commitment to America's military and the first step in ensuring military cargo is delivered when and where needed around the globe.

Fulfilling that commitment requires much coordination and cooperation between members of DSC's active and Reserve components as well as the deploying units they support.

Thanks to the innovation and forethought of DSC's Command Sgt. Maj. Willard Wood, a roadmap for success may be close at hand.

With the help of a growing force of cyber-soldiers, Wood has undertaken a project to develop publications specifically aimed at enhancing the ability of soldiers to get from the fort to the port to the fight and back again.

Working via email with soldiers who have recently deployed or redeployed, CSM Wood plans to develop a common Mission Training Plan and a Soldier Manual of Common Tasks specifically for deployments.

"Currently, none of the MTPs or SMCTs in the Army address any tasks that would allow units to train to a common standard for deployment," Wood said.

Wood intends to change all that as DSC joins forces with The Combined Arms Support Command at Fort Lee, Va., and the Sergeants Major Academy, El Paso, Texas.

Although the project has literally just begun, Sergeants Major and NCOs throughout the Army, worldwide, are joining a growing list of e-working group members and have already begun compiling their thoughts and experiences.

"There are three factors that affect the deployment timeline," Wood explained, "equipment, facilities and training. Extensive training enables units and personnel to utilize the transportation systems efficiently. Units that are well trained will be able to reduce the number of days required to deploy, thereby shortening the time it takes to get to the fight."

According to Wood, the group will look at three stages of the deployment process. Pre-alert, or before the unit is notified for deployment; post-alert, what the unit does from the time of notification through operations at the port of embarkation; and re-deployment which concludes with return to home station and reintegration into family life.

The working group will address such tasks as family support activities, rail and air load team training, alert procedures, "A and B bag" packing, secondary loads (load cards and packing lists), Automated Unit Equipment List (AUEL), Deployment Equipment List (DEL), Transportation Inspection Point (TIP), scale procedures, blocking and bracing, and tie down requirements, and more.

"Once the list of tasks is established and all e-working group members have had the opportunity to provide input, the group will move on to condition and standard development," Wood said. Then, the group will work task-by-task to identify the performance measures for each of the established tasks.

According to Wood, this approach is a change from how Army manuals are normally compiled.

"We expect that by working via e-mail, the development process can be expedited," Wood said.

A briefing designed to garner support and enthusiasm for the project will be presented at the Sergeants Major Academy on May 23 to Command Sergeants Major from the CASCOM, the USASMA and other major Army commands.

Voicing his commitment to the project, DSC Commander Brig. Gen. Donald Parker said, "Establishing these new publications will greatly improve the ability of units to train to a common standard and, in turn, support the Army vision for a more strategically responsive Army."
