ALBUQUERQUE, N.M. (USTCNS) --- A military transporter who played a key role in the Department of Defense's adoption of commercial standards for its transportation functions has received a top industry award.

Bill Lucas, deputy to the commander, of the Military Traffic Management Command, has received a top transportation recognition award from the National Defense Transportation Association, of Alexandria, Va.

Lucas, a veteran transporter with MTMC, was named winner of the 2000 Department of Defense Distinguished Service Award.

The award was presented by Jeff Crowe, chairman of the board, at the association's annual meeting in Albuquerque, N.M., Oct. 4.

Lucas becomes the 35th recipient of the award.

"The award goes to individuals who have reduced impediments to the efficiency of the Defense Transportation System," said Crowe, president and chief executive officer of Landstar System, Inc.

Additional praise came from Gen. Tony Robertson, commander, of the U.S. Transportation Command.

"(Lucas) is an icon of transportation and defense transportation," said Robertson.

The award went to Lucas for his involvement in a number of transportation initiatives.

They include:
· The Global Privately Owned Vehicle Contract. Adopted in late 1998, the contract makes one commercial firm responsible for the move of 75,000 service members' vehicles annually. The contract has a 99 percent customer satisfaction rate.
· The Voluntary Intermodal Sealift Agreement. The agreement guarantees a specific volume of freight for American flag ocean carriers. This ensures a healthy industry with the ability to meet emergency military needs.
· The Implementation of PowerTrack automated payment software for military freight shipments. All motor carriers were required to begin using the USBank system by Sept. 30 for military freight shipments. Air freight, railroad, maritime, barge and pipeline carriers must begin using the system for military shipments by Nov. 30. The automated payment system speeds payments to military freight carriers in days when it formerly took weeks.

Lucas said he was "flabbergasted" by the recognition.

"The National Defense Transportation Association holds a special place for me," said Lucas. "The association provides a forum to tackle tough issues.

"The different parties can go in with relatively diverse views and when you come out there is shared understanding."

Lucas said his role was "a small contribution to such a large and important mission."

"At the end of the day, we can see where we made progress," said Lucas.

Lucas, a Senior Executive Service executive, is the top civilian in the Military Traffic Management Command.

Prior to assuming his current position, Lucas was the acting assistant director for transportation in the Army's Office of the Deputy Chief of Staff for Logistics, at the Pentagon.

In previous MTMC assignments, Lucas was special assistant of the Freight Traffic Division, program manager for the Defense Freight Railway Interchange Fleet and chief of the Freight Automation Office.

He is a 1989 graduate of the Industrial College of the Armed Forces, Fort McNair, Washington, D.C.

The 1999 winner of the 2000 Department of Defense Distinguished Service Award was retired Vice Admiral James Perkins, the former commander of the Navy's Military Sealift Command. (FROM MILITARY TRAFFIC MANAGEMENT COMMAND PUBLIC AFFAIRS).
