SCOTT AIR FORCE BASE, Ill. (USTCNS) --- The sixth commander of Joint Transportation Reserve Unit at U.S. Transportation Command was officially welcomed aboard here Oct. 28.

In a traditional ceremony, Air National Guard Brig. Gen. Robert P. "Lance" Meyer Jr. assumed command from Navy reserve Rear Adm. Thomas J. Hill, who departs for an assignment as senior reserve supply officer, Naval Supply Systems Command at Mechanicsburg, Pa.

Meyer is the first non-Navy commander to assume command since the unit was formally established more than 9 years ago.

"It would be impossible for USTRANSCOM to operate on a day by day basis without JTRU," said Air Force Gen. Charles T. "Tony" Robertson, commander in chief USTRANSCOM and commander of Air Mobility Command. "JTRU's support of USTRANSCOM is at a record level this year. It has never been higher. And we look forward to continuing this close association."

JTRU provides approximately 25% of USTRANSCOM's yearly watch standing manpower. In addition, JTRU members are brought in during special operations, increasing the watch standing to 50% and higher.

"This unit has a long tradition of providing excellent service and I look forward to keeping up that record," Meyer said.

JTRU has approximately 185 members from the 5 services, as well as a number of additional reserve units providing direct support. The unit was established in 1990 to augment USTRANSCOM's mission.

USTRANSCOM is the single manager of America's global defense transportation system.

"I want to thank you for the warm welcome you've given me since I arrived," Meyer said. "I'm a bit overwhelmed learning all of the terminology. But I can already tell this is a very fine-tuned operation."

Meyer is a recently retired civilian who served as an air technical commander. He was formerly commander of the 121st Air Refueling Wing, Ohio Air National Guard, Rickenbacker International Airport, Columbus, Ohio.

He enlisted in the 121st Tactical Fighter Wing, Ohio Air National Guard at Lockbourne, Air Force Base, Ohio in June 1965. Following Air Force Basic Training and commissioning, he attended undergraduate pilot training at Moody Air Force Base, Ga.

After completing F-100 gunnery school at Cannon Air Force Base, N.M. in Feb. 1968, he joined his Air National Guard unit, which had been recalled to active duty for one year at Kunsan Air Base, Korea, for the Pueblo crisis.

Meyer was an air technician for 25 years and served in various flying and operations assignments, as well as command positions at group and wing levels.

He is a graduate of Ohio State University.

His military education includes the Air Command and Staff College, and the Air War College.
