MSC announces Panama City naval vessel operation project

WASHINGTON (USTCNS) --- The U.S. Navy's Military Sealift Command has signed an Intra-Service Support Agreement with two of the Navy's waterfront programs at Panama City, Fla.

Vessels used by the Naval Surface Warfare Center, Carderock Division, and the Naval Diving and Salvage Training Center will be operated and maintained under one contract administered by MSC.

Consolidating the operation of these vessels under one contract is expected to save the Navy about fifteen percent in operating and maintenance costs.

The agreement was signed on Jan. 18 by Rear Adm. Marke Shelley, deputy commander, Military Sealift Command; Capt. Steven Petri, division commander, NSWCCD, and Cmdr. Mark Helmkamp, commanding officer, Naval Diving and Salvage Training Center.

Under the new agreement, MSC will provide maritime services to NSWCCD, one of the Navy's leading research and development centers, headquartered in Bethesda, Md., for their ATHENA Research Ship System.

This system operates two 165-foot and one 190-foot research vessels in support of a variety of NSWCCD research and development programs.

The Naval Diving and Salvage Training Center at Panama City trains officer and enlisted divers from all armed services, as well as students from allied nations. The MSC contract will operate and maintain two 130-foot diving tenders and other small craft in support of the center's diving exercises.

The ATHENA system has been contract-operated and maintained by private companies for more than a decade; this is the first time watercraft operations at the diving school have been contracted to civilian operators. Combining both operations under one MSC contract is expected to save money by eliminating duplicate management organization costs.

Military Sealift Command is the ocean transportation provider for the Department of Defense. The command, part of the U.S. Navy, operates more than 110 active ships around the world. Ship missions vary from the transport and afloat prepositioning of defense cargo; to underway replenishment and other direct support to Navy ships at sea; to at-sea data collection for the U.S. military and other U.S. government agencies.
