SCOTT AIR FORCE BASE, Ill. (USTCNS) --- As Seneca recognized, successful journeys start with clear direction and a charted course. The inaugural Corporate Plan, the second element of the FY2001 Strategic Plan, is the command's definitive roadmap to the future.

USTRANSCOM commander in chief, Gen. Charles T. "Tony" Robertson will formally release the plan this month for publication. The release will culminate a six-month effort by leadership and staff from across the command to cascade the CINC's vision and guidance into prioritized objective-based plans for the command's top 22 strategic issues.

The Corporate Plan shapes the future Defense Transportation System (DTS) by mapping individual long-range, strategic plans to solve each of the strategic issues.

Each individual plan establishes a logical transformation path from today's activities to the CINC's future vision and serves as the basis for annual evaluation of progress and allocation of resources.

The strategic issues addressed by the Corporate Plan were designated in the strategic guidance, the first element of the FY01 Strategic Plan, signed by the USTRANSCOM executive council at the summer 2000 component commanders' conference.

The six-member executive council, chaired by the CINC, includes the deputy commander in chief, the vice commander, Air Mobility Command, and the commanders from Military Traffic Management Command, Military Sealift Command and the USTRANSCOM Joint Transportation Readiness Unit.

During the two-day conference, the council reviewed, codified and prioritized 22 strategic issues in the command's five core processes of serve the customer, readiness, planning and execution, information management, and financial management.

Each of these 22 strategic issues was assigned a general officer/flag officer equivalent "strategic issue owner" (SIO) to be responsible for the planning and oversight of the issue.

Shortly after the ink was dry on the strategic guidance in July, SIOs went to work with their staffs to build their long term and annual performance plans.

To help with the planning effort, J5 and J6 (Command, Control, Communications and Computer Systems Directorate) partnered to develop one of the command's first web-based applications to interface with a corporate database for standardizing, sharing and storing planning data.

The use of the Corporate Resources Information System (CRIS) saved multiple hours of tedious data entry and formatting that allowed issue owners and the staffs to focus less on process and more on the content of their plans.

As the summer came to a close and plans were finalized in CRIS, the review process kicked into full stride. A valuable addition to the process this year was the personal review of all the plans by the DCINC, Lt. Gen. Daniel Brown.

Although the goal of this process was approval of each SIO's plan, the reviews pay big dividends by dedicating time to systematically discuss strategies, issues, and solidify a "common operating picture" for the command's top issues.

At the end of each review session, the DCINC and SIO signed a performance agreement to accomplish their goals for the next year while also agreeing to come back together every 120 days to review their progress.

By the end of October, the reviews were completed and SIOs began executing the annual performance portion of their plans.

Meanwhile, TCJ5, in conjunction with staff representatives from the directorates and component commands, completed the Corporate Plan's capstone summary called the Transportation Planning Guidance (TPG).

The TPG provides an executive summary of the plans with priority guidance for USTRANSCOM fiscal planning in the FY01 cycle.

Top priority issues earmarked in the TPG for FY01 focus on ensuring mobility air forces can rapidly project and sustain forces; continuing to evolve the joint deployment process and strategic distribution processes; improving the DTS fixed infrastructure and gaining assured access to critical commercial capabilities; integrating transportation command and control (C2) systems into a common operating picture; and improving customer relations management.

The final Corporate Plan will be distributed to the directorates and component commands in hard copy later this month.

The publication of the Corporate Plan is the first step in our transformation journey.

Robertson challenged the command in his opening to the FY01 Strategic Guidance... "command-wide commitment to our Strategic Plan is essential to our vision. Our shared challenge is to ingrain the plan into our daily operations, resource allocations, and decision-making processes to keep us on track and meet our goals."

Over the last six months, USTRANSCOM senior leaders and staff have answered the call by launching the inaugural Corporate Plan.

Over the next several months, with dedicated leadership at the helm, we will continue to track our progress and make the necessary course correction at the summer 2001 component commanders' conference to ensure we sustain "favorable winds" towards our vision for the future of the DTS.
