SCOTT AIR FORCE BASE, Ill. (USTCNS) --- U.S. Transportation Command recently updated key components of the Defense Transportation Regulation to ensure proper movement of arms, ammunition, explosives and sensitive items.

The Defense Transportation Regulation (DTR) Part II, Chapter 205, Movement of Sensitive Conventional Arms, Ammunition, and Explosives, Classified (Secret and Confidential), and Controlled Cryptographic Items (CCI) sensitive items, was updated and re-published as an emergency change by USTRANSCOM following events of Sept. 11th, in conjunction with the military services, the Defense Logistics Agency, and USTRANSCOM components Military Traffic Management Command and Air Mobility Command.

The revised Chapter 205 dated April 2, 2002 is available on the USTRANSCOM public web page at http://public.transcom.mil/J4/j4lt/dtr.html.

It implements the policies of DOD 5100.76-M, Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives (AA&E) and DOD 5105.38-M for transportation of sensitive conventional AA&E, DOD 5200.1-R for classified shipments, and the National Security Agency communication security manual for Controlled Cryptographic Items (CCI) shipments.

It establishes policies, procedures and responsibilities applicable to worldwide shipments requiring Transportation Protective Services (TPS).

The revised chapter 205 provides policy and procedural changes that improve shipment and movement security. Major revisions include:

· New Transportation Protective Security (TPS) Requirements that will have a major impact on Transportation Offices
· Links TPS requirements to Force Protection Conditions
· Addresses implementation of Security Escort Vehicle requirements
· Provides extensive shipment planning procedures and guidance
· Revised Safehaven definitions
· Provides installation secure holding safety and security requirements

The improved policies and procedures will ensure full compliance with directive guidance and provide increased levels of secure movement for sensitive DOD shipments.
