SCOTT AIR FORCE BASE, IL (USTCNS)--- General John W. Handy, the commander of U.S. Transportation Command presented the Chairman of the Joint Chiefs of Staff, Joint Distinguished Civilian Service Award to Mr. Frank P. Weber III here, August 1, in front of a filled auditorium.
Weber, is currently the deputy director for Logistics and Business Operations, Operations and Logistics Directorate, U.S. Transportation Command. The award covers his service here at USTRANSCOM from February 1992 through August 2002. He departs this month for Gunter Annex, Maxwell Air Force Base, Montgomery, Ala. where he will serve as the Executive Director, Headquarters, Standard Systems Group.
Weber said it has been a fast 10 years when he reflects on all the command has done. “Being part of a winning team has been great, and it’s been a remarkable 10 years”.
The award signed by Chairman of the Joint Chiefs of Staff, Gen. Richard Myers, highlights many of Weber’s accomplishments.
“As vice director of Plans and Policy, Mr. Weber developed and shaped the vision and direction of USTRANSCOM for the 21st Century in such key areas as strategic sealift, Voluntary Intermodal Sealift Agreement, Civil Reserve Fleet, and overseas presence/en route infrastructure requirements.
“As deputy director for Logistics and Business Operations, Mr. Weber transformed the defense Transportation System through the Global Transportation Network, creation of intransit visibility of cargo and passenger movements, and development of the Business Decision Support System.
“During Operation Enduring Freedom, Mr. Weber ensured a well-rounded work force capable of fully addressing myriad complex logistical issues under stressful conditions. He expertly delivered the key issues concerning warfighting sustainment in Afghanistan to the Secretary of defense and the Secretary of the Air Force, giving USTRANSCOM the opportunity to effect courses of action in the global war on terrorism.”
Handy has known Weber since 1992, and spoke admirably of him and their 10-year association. “Frank has always been one of those remarkable civilians that stands out above the rest.
“Senior Air Force leaders refer to Frank as a guinea pig,” Handy said in jest, referring to Weber’s next assignment as a civilian commander of an organization and a system that he has never served.
Handy nominated Weber for his next position.
“It was a tough choice,” Handy said, describing the loss USTRANSCOM will feel from Weber’s departure. “Frank’s fingerprints and mentoring are on all of us. . . but, it (the decision to nominate Weber) was the right one.”
Mr. Weber is the highest-ranking Department of Defense civilian on the USTRANSCOM staff, a Senior Executive Services (SES) employee, and equivalent to a general officer. He was joined at the ceremony by his wife Barbara and daughter Lindsay.
The CJCS JDCSA is the highest-ranking civilian service award under the approval authority of the Chairman. It consists of a gold medal, lapel pin, citation, and certificate signed by Meyers.
