USTRANSCOM Tasked with Information Technology Management of DOD's Supply Chain Activities

SCOTT AIR FORCE BASE, Ill., (USTCNS) --- The US Transportation Command (TRANSCOM) has been designated Portfolio Manager for Defense Department Information Technology (IT) systems related to supply chain activities, including distribution, troop sustainment and force movement.

Acting Undersecretary of Defense for Acquisition, Technology and Logistics, Bradley Berkson made the Portfolio Manager designation on July 28, 2004 in a memorandum jointly signed by himself and Vice Admiral Gordon S. Holder, Director of Logistics for the Department's Joint Staff.

The Defense Department views IT Portfolio Management as a key method to drive transformation within the Department while constraining IT investment costs. Portfolios allow DoD to make decisions on whether to develop, modify or terminate IT systems based on architectures, risk tolerance levels, potential returns, outcome goals and performance.

US Transportation Command's management of supply chain related IT systems is in keeping with the command's responsibilities as DoD's Distribution Process Owner (DPO), the single entity responsible to improve the effectiveness and interoperability of distribution related activities within the Defense Department worldwide.

"(We) look forward to working with you and our national partners to take this necessary step," wrote TRANSCOM's Commander, Gen John W. Handy (USAF) in a reply to the memorandum, "It will provide much-needed horizontal integration among the disparate distribution processes, systems, and data architectures and is critical to improving warfighter distribution."

Established in 1987, US Transportation Command's mission is to provide air, land and sea transportation for DoD both in time of peace and war. Today, USTRANSCOM controls a fleet of military assets valued in excess of $52 billion, including, 87 ships; 1,332 aircraft; 2,150 railcars and assorted equipment, and $1.4 billion in infrastructure, as well as access through our commercial partners more than 992 aircraft and 360 vessels in the Civil Reserve Air Fleet (CRAF) and Voluntary Intermodal Sealift Agreement (VISA), respectively.

During an average week, USTRANSCOM conducts more than 1,900 air missions, with 25 ships underway and 10,000 ground shipments operating in 75 percent of the world's countries. USTRANSCOM provides daily transportation, sustainment and distribution to our nation's war fighters.
