Joint Enabling Capabilities Command holds change of command

NORFOLK, Va. - U.S. Navy Rear Adm. Walter E. Carter relinquished command of the Joint Enabling Capabilities Command to U.S. Navy Rear Adm. Scott A. Stearney on Aug. 26 at the Joint and Coalition Warfighting Center in Suffolk, Va.
The JECC, a subordinate joint command of U.S. Transportation Command, provides immediate, short-duration support to establish, organize and operate joint force headquarters across the globe. The JECC transitioned command and control from U.S. Joint Forces Command to USTRANSCOM on July 1 as a part of USJFCOM's disestablishment.
Carter has commanded the JECC since July 2009 and has overseen the deployment of more than 750 personnel in support of all the combatant and functional commanders. During his tour at the JECC, Carter was also chosen to lead the USJFCOM Transition Planning Team following the decision to disestablish the four-star command. Carter's next assignment will be as commander, Carrier Strike Group Twelve.
Stearney most recently served as the chief of staff, Strike Force Training Atlantic.
