Online transportation data sharing enhances civilian and military partnerships

The Coalition Mobility System, or CMS, allows DOD, allied nations, government agencies and non-governmental organizations to share information. It displays U.S. and coalition aircraft, ship, railroad and ground convoy information.

U.S. Transportation Command has a new Internet-based system available to assist organizations within and outside of the Department of Defense with accessing operation-specific data they may need in coalition humanitarian response or peacekeeping operations.


The Coalition Mobility System, or CMS, allows DOD, allied nations, government agencies and non-governmental organizations to share information. It displays U.S. and coalition aircraft, ship, railroad and ground convoy information.


“CMS’s primary mission is to allow information sharing between the DOD and its partners by bridging the gap between the Internet and the Non-secure Internet Protocol Router Network used by those with Common Access Cards,” said Nathan Tiemann, CMS program manager, U.S. Transportation Command Directorate of Acquisition. “Now, anytime a humanitarian aid or disaster relief coalition is created, for example, CMS will provide pertinent transportation data for the coalition until it is dissolved.”


Data provided includes departure and arrival times, locations traveled, times pertaining to the mission, capacities and general aircraft or vessel information. CMS gives authorities and operators not only the ability to see transportation data, but for those with proper authority to transfer files and update information.


The CMS prototype has been online for four years, and the system “went live” as a USTRANSCOM program of record in September. Both the prototype and USTRANSCOM production version have supported U.S. Central Command real-world missions for Iraq and Afghanistan and U.S. Africa Command operations in Libya.


CMS does not replace Single Mobility System, which provides air and ship mission data to more than 15,000 DOD users. SMS sends filtered DOD transportation data to CMS. All U.S. data in CMS is cleared for release by the USTRANSCOM Foreign Disclosure Officer.


CMS was a joint venture between the Office of the Secretary of Defense, U.S. Pacific Command and USTRANSCOM.  Partners assisting in its development included U.S. Central Command and defense entities of foreign governments including Australia, the Netherlands, Canada and Great Britain.
