Scott Air Force Base, Ill. - The American Society of Military Comptrollers recently recognized Jessica Krisch, U.S. Transportation Command’s lead budget analyst for all issues relating to Air Mobility Command, with the 2012 ASMC Individual Achievement Award for budgeting.
“The American Society of Military Comptrollers is a professional society of over 20,000,” said James McGinley, director, USTRANSCOM Program Analysis and Financial Management. “By Ms. Krisch being selected as a national level award winner, it clearly distinguishes her among the very best financial managers across the Department of Defense based on her exceptional skills and work ethic.”
Krisch, who has worked at USTRANSCOM since December 2003, oversees the review of AMC's $9 billion Transportation Working Capital Fund. Her award nomination credits her with driving reductions of $179 million in overhead costs through fiscal year 2018.
Krisch’s research into Department of Defense policy regarding TWCF use for base support led AMC to set up support agreements for direct incremental costs, resulting in a potential reduction of over $100 million per year, according to the nomination package.
“For close to ten years, USTRANSCOM has been scrutinizing the validity of the AMC base support costs financed by the TWCF,” said Patrick Davis, chief of the USTRANSCOM component command budget branch. “Thanks to her extraordinary tenacity, her efforts are driving lasting results.”
Krisch also led budget efforts to develop more accurate airlift workload estimates, including operational experts rather than relying on comptroller-based estimates as had been done in the past, according to Davis. “This more collaborative process enhanced confidence within USTRANSCOM senior leadership, providing forecasts with accurate operational assumptions,” Davis said.
Krisch spearheaded analysis of the $1.6 billion Airlift Readiness Account, authoring a study which documented ARA issues and included input from nine separate USTRANSCOM, AMC and Air Force organizations. Her efforts resulted in a $520 million reduction for fiscal year 2014.
"Ms. Krisch's groundbreaking efforts resulted in benchmarked processes and methodologies that will benefit USTRANSCOM and the Air Force for years to come," Davis said.
Krisch, who also earned the ASMC Land of Lincoln achievement award from the local chapter and is part of the Cost-Based Decision Support team recognized by the ASMC, was additionally recently recognized by the St Louis Federal Executive Board with an Excellence in Government Award.
“It's a great feeling to be recognized, and I'm proud to work with such a great team,” Krisch said, noting that the award reflects a lot of teamwork. “I am so appreciative of my leadership for taking the time to submit the packages for these awards. We have all been extremely busy in the budget world, and it means a lot that they took the time to do this.”
