SCOTT AIR FORCE BASE, Ill.-Even the specter of ongoing sequestration couldn’t dampen the spirits of the 50 military and civilian leaders gathered at Scott Airfield on Saturday to participate in the annual Joint Interagency Defense Support of Civil Authorities Contingency Operation Familiarization Exercise.   The exercise gave civilian emergency management and military personnel a chance to train together and to better understand the use of helicopters and how their capabilities can be used for major disaster relief operations such as those conducted during Super Storm Sandy. 


The participants included Army and Air Force reservists from the U.S. Transportation Command Joint Transportation Reserve Unit (JTRU) as well as additional Reservists and National Guard members from Illinois, Indiana, and Missouri.  Civilian emergency responders attending the training came from Lincoln and Perry Counties in Missouri and Illinois Emergency Management.


Participants in the exercise received important instruction on the proper procedures to safely package a wounded casualty onto a litter and safely transport the injured person to a helicopter and load them onboard. 


Jerry Daugherty, Lincoln County Emergency Management Director said this exercise is great for those working in civilian emergency response agencies.


“It shows us ways that we can work together with the military to better respond to disasters.”


In addition to the learning how to conduct medical evacuations, trainees also took turns practicing “sling load operations.” This is a procedure in which soldiers sling, or hook, a load of equipment on a helicopter as it hovers close to the ground, so it can pick up and transport the equipment or supplies to another location.


Maj. Gen. David S. Post, JTRU Commander, said he was impressed with the level of cooperation among the soldiers, airmen, and civilians.


“Both military and civilian participants gained value added hands-on training while at the same time had fun doing so. Most importantly, we kept everyone safe.”


Overall, many participants were pleased with the level of experience the exercise provided.


“This was a great training event for our officers to get hands-on planning, coordination, and execution with inter-agencies as well as additional experience with air operations,” stated Col. William Dodd, USTRANSCOM JTRU.
