SCOTT AIR FORCE BASE, Ill. – Earlier this week Gen. William M. Fraser III, Commander, U.S. Transportation Command, presented eight members of the USTRANSCOM J3-E Strategic Planning Team the Commander’s Innovation Showcase award.   


“The J3-E Strategic Plans team continually provides innovative and flexible plans designed to provide the Geographic Combatant Commanders with detailed transportation analysis and efficient, effective solutions that ensure combat power is delivered on-time, every time,” commented Army Col. James Utley, J3-E Division Chief, “I’m extremely proud of the hard work and dedication from our team and the entire J3 team for its herculean efforts over the last several months. Effective deliberate planning is the cornerstone of our success and the team assembled before you are some of the best planners and logisticians in the business.”  


 The team has directly coordinated with multiple entities internal and external to USTRANSCOM in the development of planning to meet presidential mandates for troop reduction timelines and retrograde operations.  Their collaboration extends beyond the bounds of the Department of Defense, through their regular participation with Department of State and foreign Ambassadors to validate and create planning assumptions for international logistics basing and over-flight assumptions.


The team authored the first USTRANSCOM OPLAN in support of contingency operations.  This comprehensive document outlines specific support and concept of operations, providing the customer with detailed timelines for cargo, passenger, tanker, Contingency Response forces, and Aeromedical evacuation movements.  The team provided in depth risk analysis to contingency execution through coordination with the services and Joint Staff.  This analysis provides the supported commander mobility risks in sourcing and asset shortfalls. 


The team directly supported OSD-ATL, the Joint Staff and DTRA in planning for the removal and destruction of Syrian chemical weapons in accordance with United Nations mandates.  They provided meticulous analysis including concept of operations, costing and courses of action options for deployment and use of the Field Deployable Hydrolysis System in support of the mission, participating regularly in Senior Level OSD meetings.


The Innovation Showcase award recognizes high-performing, collaborative teams who emulate the command virtues which are the basis of our motto Together, we deliver – collaboration, trust, empowerment and innovation – as a foundation to solve problems and ultimately provide benefit to the warfighter. 


This innovative, collaborative work and commitment to the warfighter is what continues to make USTRANSCOM the transportation and enabling capability provider of choice.  Together, we deliver.
