SCOTT AIR FORCE BASE, Ill. (Oct 28, 2022) – U.S. Transportation Command (USTRANSCOM) is pleased with the Court of Federal Claims’ (COFC) decision to deny the Global Household Goods Contract (GHC) award protests. The command is currently negotiating a contract modification to resume the contract’s transition period with awardee HomeSafe Alliance, LLC, (HomeSafe). The transition period began on March 4, 2022, and was paused on March 23, 2022, due to a voluntary stay of performance in response to COFC filings.
 
“USTRANSCOM is fully committed to our mission, and our success is underpinned by our Total Force team. Our families deserve a safe and quality moving experience and with this ruling, we move closer to that goal,” said Air Force Gen. Jacqueline Van Ovost, commander, USTRANSCOM. “The well-being of every one of our teammates, not just professionally, but personally, is the key to our accomplishments.”
 
The contract provides complete door-to-door global household goods relocation transportation and warehouse services worldwide for Department of Defense (DoD) Service Members, DoD civilians, U.S Coast Guard members, and their families. If HomeSafe meets or exceeds all key performance indicators, it can earn additional years on contract for a potential total contract length of over nine years.
 
“The favorable decisions from both the Government Accountability Office and the Court of Federal Claims validate the integrity of the GHC program and award,” said Air Force Brig. Gen. Joel Safranek, Defense Personal Property Management Office Director. “We’re excited to resume the transition towards this vital reform effort to the household goods relocation program.”
 
Following the transition period, a measured phase-in of domestic shipments will begin after the 2023 peak moving season. The soonest all domestic and international household goods and unaccompanied baggage shipments are expected to move under GHC is the 2024 peak moving season.    
 
GHC is one aspect of a broader plan to improve the relocation process for service members, civilians, and their families, and integrates functions currently performed by more than 900 commercial entities. The transition to a single move manager with an enduring contract is a key part of the reforms USTRANSCOM is leading to deliver improvements to service members, DoD civilians, and their families.
