USTRANSCOM and HomeSafe Alliance resume GHC transition

SCOTT AIR FORCE BASE, Ill. (Nov 22, 2022) – U.S. Transportation Command (USTRANSCOM) and HomeSafe Alliance, LLC, (HomeSafe) resumed work on the Global Household Goods Contract (GHC) during an in-person conference held Nov. 3 and 4 in O’Fallon, Ill.  

Transition to the GHC had been paused while the groups awaited a decision from the U.S. Court of Federal Claims (COFC) regarding complaints filed in March. In light of the COFC’s decision denying the award protests, the two groups quickly resumed work to get the GHC initiative back on pace. A measured phase-in of domestic shipments is currently scheduled to begin after the 2023 peak moving season with all domestic and international household goods and unaccompanied baggage shipments expected to move under GHC in the 2024 peak moving season.

“The two-day meeting resulted in a productive collaboration highlighting the commitment from both organizations to accomplish this monumental undertaking to reform the Defense Personal Property Program,” said Andy Dawson, director, Defense Personal Property Management Office,. “We are thrilled to pick up where we left off and create a better moving experience for our service members and their families.”

GHC is one aspect of a broader plan to improve the personal property relocation process for service members, civilians, and their families, integrating functions currently performed by more than 900 separate commercial entities. The transition to a single move manager with an enduring contract is a key part of the reforms USTRANSCOM is leading to deliver improvements to service members, DoD civilians, and their families.
