Navy announces A-76 Studies - Military Sealift Command to have 154 positions studied
The study of 5,511 positions will be conducted in accordance with U.S. Code 10, following procedures set forth in Office of Management and Budget (OMB) circular A-76. OMB circular A-76 dictates use of a structured cost comparison to determine the most efficient, cost effective method of performing a particular function.
The announcement includes 154 positions within Military Sealift Command that will be studied for cost comparison. The affected MSC locations include MSCPAC Anchorage, Alaska; MSC San Diego, Caif.; MSCO Port Canaveral, Fla.; MSCO Pearl Harbor, Hawaii; MSCEUR Naples, Italy; MSCFE Yokohama, Japan; MSCO Singapore, MSCO Beaumont, Texas and MSC Norfolk, Va.
The first step in the A-76 study process will be to form commercial activity study teams, which will include employee representatives, at each location. The teams will develop performance work statements and management plans which will be compared to private sector proposals. The cost comparison will result in either implementation of the most efficient organization in-house or contracted out to the best-value private sector source. The competitions are scheduled for completion two years from official start date.
Career employees affected by a conversion to commercial outsourcing will be given maximum assistance in continuing their Federal careers through reassignment to other positions in the Department of Defense or other agencies.
Affected employees will also be given the right of first refusal for employment openings under the contract in positions for which they are qualified. Additionally, the U.S. Department of Labor and state employment services will assist employees in locating positions in private industry or retraining programs to qualify them for jobs available in local labor markets.
