SCOTT AIR FORCE BASE, Ill. (USTCNS) --- U.S. Transportation Command will evaluate three pilot programs aimed at improved movement of service personnel household goods.
USTRANSCOM, in conjunction with the assistant deputy secretary of defense for transportation policy, was tasked by the under secretary of defense to "develop and implement a plan to streamline and simplify policies and procedures for management of the member-arranged movement of household goods by service personnel".
"The ultimate goal is to improve service member quality of life while providing the best value for the Department of Defense", said Frank Weber, deputy director for logistics and business operations at USTRANSCOM.
As a result, DOD is conducting several different, but related pilot programs to improve the quality of personal property movement.
The pilots are based on congressional directives in the National Defense Authorization Act. The pilots include Military Traffic Management Command (MTMC) Reengineering Pilot, Full Service Moving Project (FSMP), and Service Member Arranged Move (SAM).
The MTMC pilot started in Jan. 1999 and is being conducted in N.C, S.C., and Fla. for outbound shipments to 48 states/D.C. and 5 outside continental U.S. regions. The evaluation period for the MTMC Pilot Program was 1 Jun. through 30 Nov., 2000. Data collection will be completed on 30 Jan., 2001.
FSMP is an expansion of the Hunter Army Airfield test and is being conducted in Ga., D.C. (National Capital Region), and ND FSMP provides transportation services through a relocation company and will be evaluated by USTRANSCOM beginning Mar. 2001.
SAM is a voluntary program featuring payment for services by credit card and was implemented in Jan. 1998 at Navy sites in Wash., Calif., Fla., Va., and Conn.
USTRANSCOM hired an independent contractor to develop a statistically and methodologically sound evaluation plan to impartially assess the pilot programs.
After a thorough evaluation of the pilot programs, USTRANSCOM will forward a recommendation for one pilot program, or a combination of features from the respective programs to OSD.
The recommendation for a new DOD Personal Property Program will likely be submitted by the second quarter of fiscal year 2002.
