A best value contract for stevedore services has just been awarded at the Military Ocean Terminal, Sunny Point, N.C., said Joyce Grudzinski, Contracting Officer. This follows an earlier best value stevedore contract award in Beaumont, Texas, last summer.
"The whole idea about this expansion is to improve contractor performance and customer service," said Grudzinski.
"In the past, award was primarily based on lowest price."
A best value contract evaluates a range of factors in addition to price, she said. Other areas of review include past performance and technical capability. MTMC has been using best value acquisition contracts for the past five years.
The first best value stevedoring contract was for Beaumont and Port Arthur. The $1.2 million contract, awarded in August 2000, guaranteed stevedore services for a two-year period.
"You are looking for some one who can provide best service and performance," said Grudzinski. "The lowest prices does not always get it. Service and management are key."
Because of great success with the use of best value in other contracts, the decision was made to expand to stevedore contracting, said Grudzinski.
"This is working our real well," said Grudzinski. "I recently checked on the performance of the Beaumont award and was told things were 'superb'."
Key elements of a stevedore contract fit into a best value review. A stevedore contract typically requires all necessary qualified labor, equipment and materials for any MTMC loading or discharge in the affected area.
What about the future?
"We expect this concept to continue," said Grudzinski. "We have followed the Beaumont contract award with a $28 million, four-year contract for stevedore services in Sunny Point."
With best value, said Grudzinski, MTMC had increased competition for the contract.
