USTRANSCOM's Joint Deployment Training Center provides key instruction for moving personnel and equipment

FORT EUSTIS, Va. (USTCNS) --- U.S. Transportation Command's Joint Deployment Training Center, at Ft. Eustis, Va., is home to the Joint Operation Planning and Execution System (JOPES) Training Organization.

Known as the JTO, the organization provides functional JOPES training to the Joint Planning and Execution Community, or JPEC. The JTO is the only training organization in the Department of Defense dedicated solely to training JOPES software applications that support joint warfare planning and execution.

"The JTO is supported by contractor personnel, 12 instructors and a support staff that includes Curriculum Developers, Schedulers, System Administrators for the GCCS site, and administrative support," said Army Lt. Col. Gary Bill, JTO director. "The instructor staff brings extensive military experience in joint operations, transportation, and sustainment, and their depth of JOPES knowledge is incredible."

JOPES is a system that provides the foundation for conventional command and control by national and theater-level commanders and staffs. It is designed to satisfy their information needs in the conduct of joint planning and operations. It includes joint operation planning policies, procedures and reporting structures supported by communications and ADP systems.

JOPES is used to plan, monitor, and execute mobilization, deployment, employment and sustainment activities associated with joint operations.

The JPEC consists of those combatant commanders, services and agencies involved in training, preparation, movement, reception, employment, and sustainment of military forces assigned or committed to a theater of operations.

The JPEC recently identified three needs to the JTO: ensure JOPES training supports the Crisis Action Planning (CAP) process; develop a course for JOPES Action Officers; and update the JOPES Executive Course to incorporate recent lessons learned.

"Supporting the JPEC and their ability to move and sustain the forces is crucial and JOPES training enables these critical activities," said Bill.

The JTO developed a holistic training approach to meet the needs of the customer and this led to the development of these courses and web-based training lessons to sustain critical skills.

The JTO recently began instructing the new JOPES Support Personnel Course (JSPC). The JSPC orients on Crisis Action Planning and provides application training that focuses on the "WHY" and "HOW" for each of the procedures.

The course uses multimedia - news network vignettes, to set the stage for scenario driven training. The 5-day course culminates with a half day practical exercise where the students demonstrate their proficiency of critical tasks associated with real-world JOPES support requirements.

The second course under development is the JOPES Action Officer Course (JAOC), which targets staff action officers and is oriented to JOPES related analytical and problem-solving skills.

"We are enthusiastic about this new course," said retired Army Col. Philip Brou, course developer. "It fills a long-standing training void for those 'Iron Majors' and other key staff personnel who must have firm JOPES automation and detailed process skills to perform their dual roles of making deployment data serve decision makers and advising the decision makers on the implications of JOPES related decisions."

The JAOC will use customer feedback and lessons learned to provide action officers with a better system understanding.

This course will require students to have some basic GCCS Global Command and Control System and JOPES application background as a prerequisite. JAOC is currently scheduled to begin in early FY03.

The final course under development is a JOPES Senior War fighter Presentation. This 1-4 hour presentation is an overview of JOPES processes and procedures and is designed for senior decision leaders. The course integrates lessons from Operation Enduring Freedom and the JAOC development process.
