ALEXANDRIA, Va., (USTCNS) --- Strengthened container documentation requirements have been announced by the Military Traffic Management Command.
The tightened requirements will be phased in soon for all Department of Defense containerized sustainment cargoes.
The new program begins Nov. 4 with shipments to the U.S. Central Command, said Brig. Gen. Barbara Doornink, Deputy Commanding General and Director of Operations. All shippers will be required to provide detailed transportation control movement documents, or shipping instructions, and supporting documentation to the MTMC Operations Center, Fort Eustis, Va.
After documentation review, MTMC Operations Center personnel will coordinate container pick-up directly with ocean carriers.
The new business rules will be expanded to include all global shipments in the near future.
"Our goal is to generate timely, accurate and complete information concerning sustainment cargo," said Captain Ed Horres, MTMC's Director of Global Distribution. "We need to provide the warfighters with line item content visibility for all shipments to ensure that they get what they need when they need it. Force protection is another major consideration."
Undocumented cargoes have been a problem for decades. Inadequate documentation delays processing and increases security risks. For troops in the field, unmarked containers contribute to distribution and warehouse challenges and delay delivery of vital cargoes to customers.
Shippers and their vendors should complete all documentation at the time a container is stuffed, or packed, said Horres.
"If we find problems with compliance, accuracy or consistency," said Horres, "we will return the documentation to the shipper for immediate correction. When documentation is approved, Operations Center personnel will authorize container pick-up by ocean carriers. MTMC Operations Center is being staffed to provide same-day service. Shippers can expect same-day documentation review and ocean carrier contact, said Horres. "We're staffing for 24/7 coverage to accommodate global operations and we will add people and add staffing hours if we have too. We need better documentation but we can't slow down supply chain distribution in the process. In fact, our goal is to improve on-time delivery performance through better documentation."
MTMC will test the new documentation requirements Oct. 28 to Nov. 1. Shippers are encouraged to submit their documentation to the Operations Center via e-mail. During this period, however, shippers may continue to instruct carriers to pickup containers.
"This is a pivotal day for the shipment of containerized sustainment cargoes by the Military Traffic Management Command," said Greg Sweetland, Director, Global Distribution International. "This has been a long-time goal. Undocumented cargoes cause lots of problems in distribution channels and slow down our goals of seamless deliveries."
