SCOTT AIR FORCE BASE, Ill., (USTCNS) --- The Defense Enterprise Accounting and Management System (DEAMS) program is working toward a contract award for commercial off-the-shelf (COTS) software.

“This is a great achievement,” said John Senn, DEAMS Functional Manager. “We can now award contracts following the completion of source selection activities.”

DEAMS will implement leading practices to include business line management, integrated system modules, electronic billing, and integrated system modules using COTS software. The COTS source selection is expected to conclude in June 2005. An additional contract is scheduled for award by September 2005 for the system integration work.

The goal of the DEAMS initiative is to develop a modern and integrated financial system for the Department of Defense that will be used by the U.S. Transportation Command, U.S. Air Force, Defense Finance and Accounting Service, and other interested defense agencies.

DEAMS will be released in increments with the first version scheduled for implementation here at Scott in October 2006. This location allows for implementation across USTRANSCOM, Air Mobility Command, the 375th Airlift Wing, and a variety of base tenant organizations.

“Our focus is currently on the first version of the implementation,” explained Senn. “We need to get a good product in place at Scott Air Force Base.”

Dr. Linton Wells, II, Acting Secretary of Defense, Networks and Information Integration and DoD Chief Information Officer acting in his capacity as the Milestone Decision Authority; authorized the program to proceed into the technology demonstration phase on April 26, 2005.

DEAMS is being managed as a joint USTRANSCOM, USAF, and DFAS initiative. DEAMS will transform business and financial management processes and systems, improve combat support for the warfighting forces, and improve information accuracy for DoD decision makers. This improved financial visibility is important for USTRANSCOM, a Combatant Command and the DoD Distribution Process Owner.
