Training program crucial to Defense Enterprise Accounting and Management System implementation

SCOTT AIR FORCE BASE, Ill., (USTCNS) --- The creation and implementation of a training program for the Defense Enterprise Accounting and Management System (DEAMS) was discussed during the DEAMS workshops at the American Society of Military Comptrollers Professional Development Institute (ASMC PDI) Conference, which was held May 31 through June 3 in Salt Lake City, Utah.

John Senn, DEAMS Functional Manager, noted that a training component is key to the program’s successful implementation, reinforcing a sentiment uncovered in a Dec. 2004 Change Management survey of internal stakeholders. The survey revealed concern about the deployment and a need for training.

Financial system administrators, executives/commander, managers, transaction processors, approvers/certifying officers, and other DEAMS users, will be identified and properly trained to ensure rapid acceptance and usage of the system.

Senn also informed workshop attendees that the development of a training program is underway by a special team — DEAMS Training In-Process Integrated Process Team (TIIPT). The DEAMS TIIPT was recently formed to begin planning a strategy and curriculum for the training program.

The DEAMS TIIPT is made up of representatives from the DEAMS functional team office, the Office of the Secretary of the Air Force for Financial Management, the 375th Airlift Wing Financial Management, the Defense Finance Accounting Service, the Air Force Schoolhouse and the U.S. Transportation Command (USTRANSCOM), including its component commands, Military Sealift Command, Air Mobility Command (AMC) and Surface Deployment and Distribution Command. The TIIPT held its first meeting in April.

“The first DEAMS TIIPT meeting went exceptionally well,” said Denise Lombardi, DEAMS TIIPT Team Lead. “Team members brought many good, forward-thinking ideas to the table. We also discussed lessons learned from recent training experiences.”

DEAMS is being managed as a joint USTRANSCOM, USAF, and DFAS initiative. DEAMS will transform business and financial management processes and systems, improve combat support for the warfighting forces, and improve information accuracy for DoD decision makers. This improved financial visibility is important for USTRANSCOM, a Combatant Command and the DoD Distribution Process Owner.
