SCOTT AIR FORCE BASE, Ill. (USTCNS) - Col. David C. Goetsch turned over command of the Army Reserve Element of U. S. Transportation Command to Col. Dawn L. Michaud in a ceremony here Nov. 3.

"Serving as the Army Reserve Element commander in the Joint Transportation Reserve Unit," said Goetsch, "is a unique and exciting opportunity; providing leadership and support to Army Reserve soldiers who support USTRANSCOM's worldwide Distribution Process Owner mission in providing air, land and sea transportation support for the United States government and Department of Defense in times of peace and war."

Guests for the ceremony included Army Maj. Gen. William H. Johnson, USTRANSCOM chief of staff and Army Maj. Gen. George William Wells, Jr., the Army's assistant deputy chief of staff for mobilization and training.

The ceremony, presided over by Army Reserve Maj. Gen. James P. Eggleton, commander, U.S. Army Reserve Readiness Command, Fort Jackson, S.C., formalized Goetsch's relinquishment - and Michaud's acceptance - of command of the 63rd Army Reserve personnel assigned to the USTRANSCOM's Joint Transportation Reserve Unit.

The JTRU, the first Department of Defense-authorized "joint" reserve unit, provides USTRANSCOM with the highly skilled personnel it needs from the reserve components of all the services.

Eggleton offered remarks and presented Goetsch with the Legion of Merit medal for his outstanding service to USTRANSCOM and the JTRU. He also inducted Goetsch into the Military Order of Saint Christopher in recognition of his significant contributions to the U.S. Army Transportation Corps.

Also in the official party was Air Force Reserve Maj. Gen. Harold L. Mitchell, commander of the JTRU.

"I feel very fortunate to have been able to work with so many amazing military and civilian professionals from each the services and to be able to partner and learn from them," Goetsch said. "I'm especially grateful for the support received from the outstanding men and women of the Army Reserve Element it was my privilege to lead."

Goetsch is currently on an active duty tour as chief, Programs and Analysis Division in USTRANSCOM's Strategy, Plans, Policy, and Programs Directorate.

Michaud's most recent assignment was as Future Operations Division chief, Multi-Functional Support Command, Rock Island Arsenal, Rock Island, Ill. In her civilian career, Michaud is the assistant director, Special Education Association of Peoria County in Bartonville, Ill.
