Secretary of Defense Robert M. Gates announced yesterday that the President has nominated Navy Rear Adm. Mark D. Harnitchek for appointment to the grade of vice admiral and assignment as deputy commander, U.S. Transportation Command, Scott Air Force Base, Ill.
