SCOTT AIR FORCE BASE, Ill. - Gen. Duncan McNabb, commander of U.S. Transportation Command, served as host to Vice Chairman of the Joint Chiefs of Staff Gen. James E. Cartwright for a four-hour visit.
USTRANSCOM is one of Cartwright's visits to combatant commanders to get their input for the Department of Defense's Integrated Priority List, or IPL.
The DOD defines the IPL as a list of a combatant commander's highest priority requirements, prioritized across service and functional lines, defining shortfalls in key programs that, in the judgment of the combatant commander, adversely affect the capability of the combatant commander's forces to accomplish their assigned mission.
The integrated priority list provides the combatant commander's recommendations for programming funds in the planning, programming, and budgeting system process.
