SCOTT AIR FORCE BASE, Ill. – In a change of command ceremony officiated by Air Force Maj. Gen. David S. Post, director, Joint Reserve Component Directorate, Capt. Mark J. Retzloff, assumed command of the Joint Transportation Reserve Unit, Navy Element, Dec. 1, from Capt. Lowen B. Loftin at Scott Air Force Base, Ill.


Retzloff, of Pensacola, Fla., assumed command of the Navy Element from Loftin, who is now a Texas Navy Emergency Preparedness liaison officer in Austin. Loftin had served as the element commander since December 2010. 


Retzloff completed the U.S. Naval Academy in 1988 with a bachelor of science in mathematics and earned his naval aviator wings at Naval Air Station Corpus Christi in January 1990.


During his tour with VP-11, he supported two overseas deployments. One in support of counter-narcotic operations flown from Roosevelt Roads, Puerto Rico, and the second, in support of two operations: Operation Sharp Guard, flown out of NAS Sigonella, Italy, and Operation Desert Calm, flown out of Jeddah, Saudi Arabia. After leaving active duty in 1996, he held many leadership positions while assigned to NAS Pensacola, Fla. 


During his address to unit members, Retzloff said, “Every person in this room makes a difference; I’ve seen firsthand the importance of this command in supporting our national interests, and the ease and professional manner in which this command accomplishes every task.”


The Navy Element is comprised of 17 enlisted and 32 officers. The mission is to support real-world contingency operations, exercises, and planning for the U.S. Transportation Command, the combatant commander responsible for managing the Department of Defense strategic distribution requirements.


Prior to taking his new position as the Navy Element commander, Retzloff served as the commanding officer of the Joint Enabling Capabilities Command at the Joint Warfare Center in Suffolk, Va.
