SCOTT AIR FORCE BASE, Ill.—Gen. William M. Fraser III, commander U.S. Transportation Command, presented his Commander's Innovation Showcase Award, July 18, to the Up-Armored Medium Tactical Vehicle Joint Planning Team. 


The Innovation Showcase recognizes cross directorate/cross component teams emulating the command culture virtues; collaboration, trust, empowerment, and innovation.  


This quarter’s showcase was a rapidly executed and successful analysis, development and implementation of an urgent requirement to move 50 up-armored tactical vehicles from West Point, Miss. to Kabul, Afghanistan in support of NATO Training Mission – Afghanistan / Combined Security Transition Command – Afghanistan.  

Following notification regarding a Department of Defense requirement outside the Defense Transportation System, the Enterprise Readiness Center, known as ERC, provided information to the USTRANSCOM Operations and Planning directorate, and a Joint Planning Team was quickly established with membership from multiple USTRANSCOM directorates, its components, and other DOD agencies.

“Our team collaborated frequently via teleconference to provide a rapid flow of information between the key stakeholders and developed executable courses of action,” said Lt. Col. Mike Mccleish, joint logistics management officer, ERC.

"This effort would have never come about had it not been for the ERC's better cooperation and information sharing from our commercial partners and increasing ties within the Foreign Military Sales community."

The selected course of action created an innovative global airlift and U.S. Forces – Afghanistan coordinated trucking.  It also addressed minimizing operational impact to an already congested aerial port at Kabul International by routing the vehicles through Bagram Air Base just north of Kabul.

The team’s focus on the customer’s requirements and total costs of the mission delivered both an effective and efficient solution. 

Larry Lorentzen, senior transportation analyst, USTRANSCOM Operations and Planning directorate, called it a win-win situation for USTRANSCOM. 

“The customer’s choice of transportation through commercial contract outside the Defense Transportation System was quoted at more than $13 million,” Lorentzen explained.  “The Fusion Center took this customer’s requirement and performed a thorough feasibility analysis. We had organic assets available to meet the customer’s requirements, which resulted in a net savings of more than $8 million.”

USTRANSCOM’s solution utilizing AMC organic aircraft contributed to mission readiness, met the required delivery date, and cost 60 percent less than the customer’s proposed commercial transportation solution.

"This innovative plan developed by the team is an outstanding example of dedication, collaboration and empowerment at every level,” said Garth Sanginiti, chief of the Business Management Division in the ERC. “Moreover, the team's willingness to find creative, tailored solutions reinforced USTRANSCOM's commitment to become the Transportation Provider of Choice for our customers."

While addressing the team during the presentation of the Innovation Showcase Award, Fraser stated this is a prime example of the good that could come about when customers provide their requirement to USTRANSCOM and allow the transportation specialists to leverage all the capabilities of the Command.  It showcases that USTRANSCOM can, in fact, be the provider of choice.
